Splash Pads and Interactive Water Features
Operate splash pads and interactive water features by controlling the hidden water system, biofilm, drainage, treatment, aerosols, and user hygiene.

Done when
- The complete water path is treated, drained, clean, safely accessible, and documented for the intended public use.
No standing pool does not mean no water system. A recirculating splash pad may hide its largest water volume in a tank below the deck, then spray that water toward children's faces.
Operate the complete path. The visible surface, drains, tank, pumps, filters, disinfectant, secondary treatment, nozzles, and backflow protection all belong to the venue.
Classify the feature first
Identify which system you have:
- Recirculating interactive water play: captures, treats, and reuses water.
- Single-pass interactive water play: uses approved source water once, then sends it to an approved drain.
- Decorative fountain: designed as landscape architecture rather than public water play.
Do not apply the same treatment checklist to all three. A single-pass feature may not have a recirculation tank. A decorative fountain may lack the design and operating protections needed for human contact.
CDC advises that a decorative fountain entered by the public should either be regulated and operated as a splash pad or have entry discouraged through barriers or signs. A “not for swimming” plaque beside an inviting interactive fountain may not be an adequate access control.
Map the hidden system
For a recirculating venue, trace:
- surface slope and collection drains;
- debris screens and strainers;
- the collection or treatment tank;
- pumps and recirculation piping;
- filters and backwash or waste paths;
- disinfectant and pH control;
- secondary treatment such as validated UV or ozone where required;
- heaters, features, and treatment bypasses;
- nozzles, sprays, misters, dumping devices, and return paths;
- source-water fill and backflow prevention;
- overflow, rain, deck drainage, and sanitary separation.
Verify the working volume and required turnover from approved records. Use Recirculation, Turnover, and Flow Verification. A pump display does not prove water passed through every required treatment stage.
For single-pass water, confirm the approved potable or other permitted source, pressure, backflow protection, activation control, and disposal path. Water that remains in a warm stagnant branch between uses may need a flushing or management procedure.
Open the surface and the system
Walk the play area before activation. Check for broken or loose drains, sharp edges, trip hazards, damaged surfacing, glass, animal waste, standing water, blocked drainage, slippery biofilm, and runoff from soil or landscaping.
Open the equipment and tank areas under the approved access procedure. Inspect water level, surfaces, screens, filters, chemical supply, controllers, alarms, secondary treatment, valves, pumps, flow, and evidence of biofilm. Never enter a tank or below-grade space unless it has been evaluated and controlled under the applicable confined-space and workplace-safety program.
Activate features one group at a time when the procedure allows it. Watch spray direction, pressure, drainage, pooling, loose fittings, and areas users can climb, block, sit on, or place their mouths over.
Control treatment water
Use Testing and Recording Public Aquatic Water Quality. Test at the adopted sample point before opening and through the operating day at the required intervals.
The current CDC splash-pad guidance summarizes MAHC-based reference values, including disinfectant, pH, testing every two to four hours while open, and turnover of 30 minutes or less. These are national reference points. The adopted code and permit control the actual facility.
Compare independent results with the controller. Verify the feeder, sample flow, recirculation, and secondary treatment. A UV status light does not prove the required dose if flow, lamp output, sleeve condition, or sensor state is outside its validated range.
Do not use a chemical reading from the visible deck puddle as the only treatment sample. Follow the approved sample location, then investigate bulk or endpoint conditions when the operating plan calls for them.
Remove biofilm, not just dirt
Biofilm can grow on the play surface, drains, nozzles, tank walls, screens, piping, and other wet components. It may feel slimy, look discolored, or remain invisible in inaccessible water paths.
Inspect on the facility schedule. Physically clean accessible surfaces with the approved method, then apply any required disinfection under the product label and operating plan. Chemical feed alone may not penetrate established biofilm.
Document the tank inspection and cleaning. “Deck washed” does not show that the reservoir, filters, or nozzles were addressed.
Keep runoff and sanitary water out
Surface slope should move venue water toward its intended drains without letting stormwater, irrigation, soil, or adjacent deck wash enter the treatment system. Inspect after heavy rain, landscaping work, flooding, or a drain blockage.
Confirm restroom, sewer, diaper-changing, and waste paths cannot discharge into the venue. Close immediately for sewage or unknown runoff. This is not a routine chlorine adjustment.
Test backflow prevention on its required schedule through qualified personnel. A check valve visible in a fill line is not proof of a compliant, functioning assembly.
Manage user behavior and contamination
Post and enforce rules for diarrhea, diapers, toilet breaks, footwear, food, glass, animals, and safe feature use. Young children may drink or inhale sprayed water, sit on drains, cover nozzles, or place their mouths on outlets. Design supervision and cleaning around predictable behavior.
For feces, stop the feature and close all connected water. Use Public-Aquatics Fecal Incident Response. Include the tank, piping, filter, and every surface reached by contaminated water.
Report a suspected waterborne illness or cluster to the public-health authority through the facility plan. Preserve logs and do not disinfect away requested samples before receiving direction.
Close and reopen
Close for failed disinfection or secondary treatment, inadequate flow, standing water, unsafe drainage, biofilm that cannot be controlled, contamination, broken surfaces, unknown source water, or any adopted closure condition.
After correction, verify the entire operating path. Record water results, flow, treatment status, tank and surface condition, drainage, features, signs, and the authorized reopening decision. A dry deck can still hide an unsafe tank.
Major stop conditions
Stop the task, leave the system safe, and escalate when any of these conditions apply.
- Disinfection, secondary treatment, circulation, drainage, backflow protection, or another required safeguard is not operating.
- Fecal contamination, sewage, storm runoff, widespread biofilm, suspected waterborne illness, or an unknown water source is present.
- A decorative fountain is being entered without approval, operating controls, or a safe way to prevent public access.
