Suction Entrapment and Missing or Damaged Covers
Field guidance for identifying suction-outlet hazards, closing and isolating affected pools or spas, responding to entrapment, and referring compliant repair.
Immediate reference
Protect people first. Emergency instructions, labels, SDSs, and public authorities control when applicable.
Act in this order
- For an entrapment, stop circulation if safe, call 911, and do not restart equipment.
- Keep everyone out when a suction cover or grate is missing, loose, cracked, or damaged.
- Inspect from outside the water without touching or testing a suspect fitting.
- Do not install a temporary cover, disable protection, or authorize use pending repair.
- Document the exact fitting, condition, equipment state, isolation, notifications, and qualified referral.
Done when
- No person can enter or operate the affected pool or spa, and all connected suction-producing equipment is secured against local, scheduled, and remote startup.
- The outlet, cover, fasteners, sump, piping arrangement, pumps, flow, secondary protection, markings, service life, installation instructions, and recall status have a qualified documented resolution.
A suction outlet can trap hair, a limb, clothing, jewelry, or a person's body. A missing or broken cover can also expose a small opening capable of severe internal injury. The hazard may remain even after the pump stops, and a cover that looks new or fits the screw pattern may not be rated for the installed system.
Your company treats any questionable suction outlet as a no-use condition. This guide covers recognition, immediate closure, system isolation, emergency response, documentation, and qualified repair, not underwater inspection or drain-cover installation.
If a person is trapped
- Call 911 immediately and identify a pool or spa suction entrapment.
- Activate the known accessible emergency pump shutoff or safe disconnect if it can be done without entering the water or approaching electrical danger.
- Follow dispatcher instructions and direct another person to guide responders to the property and equipment.
- Do not jump into potentially energized water and do not pull forcefully against active suction.
- If trained rescuers can safely relieve suction under emergency direction, they should use the system's established method; pump shutdown may not release every mechanical or limb entrapment.
- Begin CPR or first aid when the person is free, if trained and directed, and continue until emergency professionals take over.
After any actual or suspected entrapment, keep the entire pool or spa and connected circulation system out of service. Preserve the scene and do not remove the cover or alter valves except for life safety under responder direction.
Close immediately when
From outside the water, stop use for any outlet, drain, suction fitting, equalizer, vacuum port, cleaner connection, spa fitting, or grate that is:
- missing, loose, cracked, broken, warped, brittle, sharp, discolored, or deteriorated;
- moving, rocking, lifted, or not seated as designed;
- missing a fastener or using mismatched, loose, corroded, stripped, protruding, improvised, or questionable fasteners;
- unmarked, illegible, recalled, expired, past documented service life, or not positively identifiable;
- installed over a damaged, modified, or unknown sump or mounting surface;
- paired with an unknown pump, flow, outlet arrangement, valve configuration, or secondary system;
- recently exposed by draining, remodeling, replastering, equipment replacement, plumbing changes, or cover removal;
- reported to hold hair, clothing, toys, cleaning tools, or a person;
- creating unusual vortexing, noise, suction, or debris capture.
Do not wait for a swimmer to confirm the hazard.
Immediate closure and isolation
- Tell the customer plainly that no one may enter the pool, spa, or connected water feature.
- Remove people and animals and establish a visible do-not-use barrier or control appropriate to the property.
- Identify every pump and feature that may draw through the affected outlet, including circulation, spa jet, booster, water-feature, cleaner, and alternate valve modes.
- Have an authorized person stop and isolate those sources under the written energy-control procedure.
- Disable schedules, freeze protection, automation, remote access, and other command paths as part of, not instead of, physical energy control.
- Record the stable valve and control state without moving valves merely to investigate.
- Notify the responsible supervisor and arrange qualified inspection.
A closed suction valve is not a reliable public safeguard. Someone can move it; a valve may leak; the plumbing may be mislabeled; automation can change modes. The water remains closed until repair and release.
Never test suction with a person or object
Prohibited “tests” include:
- placing a hand, foot, body, hair, rag, towel, ball, bag, plate, or tool over the outlet;
- asking a swimmer to feel whether suction is strong;
- operating the pump with the cover removed;
- loosening a cover while the pool remains available for use;
- diving to tug, twist, measure, photograph closely, or read markings;
- inserting a probe into an uncovered sump or pipe;
- turning valves to concentrate suction at one outlet;
- assuming a safety vacuum release system makes the test acceptable.
An entrapment-prevention system is not test equipment for improvised field experiments.
Inspect the whole suction system
The visible cover is only one component. A qualified evaluation considers:

| Pumps and flow | Every connected pump, maximum possible system flow, speed settings, valve modes, booster or feature interaction, and later equipment changes |
| Secondary protection | Installed SVRS, vent, automatic shutoff, gravity system, drain disablement, or other protection; exact standard, testing, maintenance, and limitations |
| Controls | Emergency shutoff, automation, schedules, remote commands, interlocks, labels, and customer access |
Do not approve a replacement because it matches the diameter or screw spacing. Rating and installation depend on the complete fitting assembly and hydraulic system.
Markings, service life, and recalls
Compliant suction-outlet covers carry required identification and installation information. A qualified installer should preserve records that allow future technicians to identify:
- manufacturer and model;
- applicable standard marking;
- flow rating and permitted configuration;
- installation orientation and sump requirements;
- manufacture or installation information when provided;
- stated service life and replacement date;
- specified fasteners and torque;
- installer and installation record.
Search current CPSC recalls and product warnings whenever identity or safety is in question. The 2026 CPSC warnings and recalls show why an inexpensive, unmarked replacement bought online cannot be assumed compliant.
If markings cannot be read from a safe external observation, do not enter or remove the cover simply to read them. Close and refer.
Missing or damaged cover repair
Do not remove, alter, patch, glue, screw down, weight, cage, or fabricate a temporary cover. Do not leave an opening exposed while waiting for a part.
The qualified repair process should:
- keep the water inaccessible and all connected pumps under verified energy control;
- identify the entire suction configuration and controlling requirements;
- select the exact certified fitting assembly compatible with the sump and system flow;
- correct damaged mounting surfaces, stripped holes, plumbing defects, or mismatched system design under the applicable instructions and permits;
- install the specified fasteners and components exactly as listed, without substituting common screws;
- document markings, flow rating, service life, installation date, instructions, certificate or product records, and installer;
- test the complete system using the approved procedure with no swimmer present;
- establish the next inspection and replacement date;
- formally release the pool or spa to use.
A secondary anti-entrapment device does not excuse a missing or unresolved cover. CPSC specifically advises not to rely on SVRS, automatic shutdown, or suction-limiting vent systems while a cover replacement remains unresolved.
Customer communication
Use a direct statement:
“This suction outlet may present an entrapment or drowning hazard. No one should enter or operate this pool or spa. The connected equipment must remain isolated until a qualified professional verifies the complete outlet system and documents a compliant repair.”
Do not say “it is probably fine if the pump stays off,” “just keep children away,” or “the other drain makes it safe.” Do not promise a reopening date before the qualified inspection establishes the scope and correct replacement.
Return-to-use gate
Your company does not reopen based only on a photograph of a new cover. Require a documented handoff that resolves:
- exact cover and fitting assembly;
- sump and fasteners;
- pump and maximum possible flow;
- outlet arrangement and valve modes;
- secondary protection and its test status;
- recall and service-life status;
- permits or inspections where required;
- successful approved testing;
- updated system map and future replacement date.
If any part is missing, the no-use status continues.
Major stop conditions
Stop the task, leave the system safe, and escalate when any of these conditions apply.
- A person, hair, limb, clothing, jewelry, or object is caught or held at an outlet, or an entrapment event is suspected.
- A suction-outlet cover or grate is missing, loose, cracked, broken, warped, brittle, discolored, recalled, unmarked, past service life, improperly fastened, modified, improvised, or cannot be positively identified.
- Fasteners are missing, mismatched, corroded, loose, stripped, or installed into a damaged sump or mounting point.
- The pump can restart automatically or remotely, the affected suction line cannot be isolated, or shutdown would require approaching an electrical hazard.

- Property, pool or spa, outlet location, photographs from outside the water, cover shape and dimensions, all visible markings, manufacturer, model, flow rating, installation date, service life, condition, and fasteners
- Sump and mounting observations, outlet count and spacing, suction plumbing map, connected pumps and maximum configured flow, valves, features, secondary systems, and relevant modifications
- Recall and product-warning search, controlling standard and manufacturer instructions identified by the qualified party, replacement product certificate or documentation, and disposal of recalled material
- Immediate closure, barrier or do-not-use control, pump and automation isolation, locks and tags, affected people notified, customer acknowledgement, and emergency contacts when applicable
- Qualified professional, contractor classification, permit or inspection where required, repair details, torque or fastener record when specified, testing, release date, next inspection or service-life date, and corrective owner
