Public Aquatic Emergency Action Plans and Incident Handoff
Build, practice, activate, and improve a public-aquatic emergency action plan with clear roles and a precise responder handoff.
Immediate reference
Protect people first. Emergency instructions, labels, SDSs, and public authorities control when applicable.
Act in this order
- Recognize the trigger, activate the plan, call emergency services when needed, and state the exact location first.
- Perform only your assigned trained role; protect rescue access, control patrons, and stop equipment only when safe.
- Give responders the hazard, people affected, actions taken, chemical or equipment state, access route, and responsible contact.
- Preserve logs, controls, video, photographs, samples, and witness information without delaying care or altering evidence.
- Reopen only after the emergency owner clears the hazard, restores protections, documents recovery, and debriefs the event.
Done when
- Staff can execute and hand off the plan under realistic conditions, and each incident produces verified recovery and corrective action.
An emergency plan must survive noise, panic, wet floors, a missing supervisor, and a phone that loses power. If it works only when everyone calmly reads a binder, it is not ready.
Build the plan around decisions and roles. Practice it. Then make the responder handoff short enough to use and specific enough to matter.
Plan for the real facility
Map every venue, deck, equipment room, chemical space, entrance, emergency gate, exit, assembly area, shutoff, alarm, phone, AED, first-aid station, rescue device, utility, and hazardous-material location. Include addresses, building names, floor levels, gate codes managed for emergency use, and the best responder approach.
The 2024 Model Aquatic Health Code calls for an aquatic-facility emergency action plan, evacuation plan, communication plan, accidental chemical release plan, contamination response, and inclement-weather plan. Your adopted code and workplace requirements control the final plan.
Do not copy another property's map. Responders need the current gate, not the gate that existed before a remodel.
Define triggers before the emergency
Use specific observable triggers. Examples include:
- missing, submerged, or unresponsive person;
- serious injury, uncontrolled bleeding, seizure, or breathing distress;
- chemical odor, vapor, spill, reaction, alarm, or exposure;
- fire, smoke, gas, electrical, pressure, or structural event;
- lightning, severe weather, flood, earthquake, or power loss;
- violence, threat, suspicious item, or uncontrolled crowd;
- fecal, sewage, outbreak, or other contamination;
- failed barrier, rescue equipment, emergency communication, or treatment system requiring closure.
For each trigger, state who calls 911 or another authority, who leads, who clears water or evacuates, who performs trained rescue or medical work, who controls access, who shuts down equipment, and who communicates with patrons.
“Staff will assist” is not a role.
Give every role a boundary
List a primary and backup for each function. Match actions to current training and qualifications. A maintenance technician may know the equipment shutdowns but have no rescue assignment. A lifeguard may lead water rescue but should not enter a chemical room.
Identify critical operations that may be shut down before evacuation and the conditions under which trained staff may do so. No one stays behind to protect equipment when the atmosphere, fire, electricity, structure, or route is unsafe.
Use plain language. Staff should know whether an alarm means evacuate, shelter, clear the water, or report to a station.
Make communication redundant
Provide the required emergency phone, call box, radio, mobile device, alarm, or public-address system. Check its location, instructions, power, signal, and backup through Public Aquatic Safety Equipment, Signage, and Emergency Communication.
When calling responders, say the exact location first. Then state the emergency, number of people affected, active hazards, and callback number. Do not rely on the caller staying connected before responders know where to go.
Plan for power, network, and cellular failure. An emergency contact list stored only in the cloud is unavailable when the network is down.
Keep access open
Assign someone to meet responders when staffing allows. That person should open the approved route, control bystanders, direct responders, and point out water, chemical, electrical, gas, structural, or access hazards.
Keep emergency gates, exits, corridors, decks, and equipment clear. Keys, codes, elevators, fire lanes, and locked rooms need a controlled responder-access method.
Do not move a seriously injured person merely to make the scene look orderly unless immediate danger or trained care requires movement.
Use a precise incident handoff
Give the arriving responder:
- Location: exact venue, room, deck zone, or equipment.
- Incident: what was observed, not a guessed diagnosis.
- People: number affected, current condition, and last known status.
- Actions: rescue, first aid, evacuation, decontamination, shutdown, or treatment already performed.
- Hazards: chemicals, electricity, gas, pressure, water, structure, weather, violence, or contaminated areas.
- System state: pumps, feeders, ventilation, alarms, utilities, gates, and isolation.
- Evidence: product labels, SDSs, logs, controller data, witnesses, and cameras available.
- Contact: person currently in charge and the qualified facility contact.
Answer questions directly. If you do not know, say so. A confident guess can send a responder toward the wrong chemical or shutoff.
Plan by incident type
The core roles stay consistent, but technical actions differ. Link the plan to maintained procedures for:
- drowning, rescue, first aid, and medical response;
- chemical release, splash, inhalation, and hazardous-material response;
- fire, gas, electricity, pressurized equipment, and utility isolation;
- fecal, vomit, blood, sewage, and waterborne-illness response;
- severe weather, lightning, heat, and evacuation;
- missing child, security, and violence;
- equipment, circulation, treatment, or clarity failure.
Do not squeeze technical remediation into the first emergency checklist. The plan should get people safe, activate qualified help, stabilize what trained staff can control, and hand off the incident.
Practice realistic failures
Run drills under the adopted schedule and after meaningful changes. Vary the location, time, staff, communication failure, blocked route, equipment state, and type of emergency. Do not stage a chemical release or water rescue in a way that creates a real exposure.
Observe recognition time, call accuracy, role execution, water clearing, equipment access, evacuation, accountability, responder route, handoff, and restoration. Record what actually happened, not a prefilled passing score.
Review the plan when the facility, staff duties, equipment, chemicals, contacts, regulations, or emergency services change. The OSHA emergency action plan standard also requires covered employers to review the plan with employees when it is developed, duties change, or the plan changes.
Preserve evidence without delaying care
Protect people first. Once care and hazard control are underway, preserve relevant logs, controller and building trends, access records, photographs, video, product containers, SDSs, maintenance history, samples directed by public health, and witness names.
Do not reset alarms, delete video, clean the scene, move controls, discard chemical containers, or rewrite a log unless immediate safety requires it. Record any necessary change and who made it.
Keep medical and personnel information restricted. The operating record can reference a protected incident file without copying private details into a broadly accessible log.
Recover deliberately
Ending the emergency does not automatically reopen the facility. Identify who has authority to clear each domain: emergency responders, public health, building or fire officials, law enforcement, qualified trades, facility management, and aquatic operations.
Inspect and restore water, circulation, equipment, barriers, communication, rescue gear, access, staffing, and the original failed control. Use Closing and Reopening a Public Aquatic Facility.
Debrief promptly. Record what worked, what failed, the corrective owner, due date, and verification method. Update the plan and drill the changed step. A lesson with no owner becomes the next incident's surprise.
Major stop conditions
Stop the task, leave the system safe, and escalate when any of these conditions apply.
- An active drowning, serious injury, fire, chemical release, electrical event, structural failure, violence, or severe-weather emergency exists.
- Staff cannot contact responders, evacuate safely, account for people, access required equipment, or identify command authority.
- The response would require rescue, medical, hazardous-material, electrical, gas, confined-space, or other work beyond assigned training.
