Public Hot Tub Legionella Prevention
Control Legionella risk in public hot tubs through water management, disinfectant, circulation, cleaning, records, and public-health coordination.

Act in this order
- Maintain the adopted disinfectant, pH, temperature, circulation, bather-load, and water-replacement controls without gaps.

- Investigate low residual, biofilm, sediment, prolonged water age, missed maintenance, and aerosol-producing operation immediately.

Public hot tubs combine warm water, aerosols, low volume, heavy bather demand, and rapid disinfectant loss. That combination can support Legionella growth and spread when operation slips.
One passing chlorine result is not prevention. Control depends on a water management program that keeps chemistry, circulation, cleaning, water age, equipment, and records working together every day.
Why hot tubs need tighter control
Hot tubs operate within temperatures favorable to Legionella. Jets and air systems then turn water into fine droplets that people can inhale. Sediment and biofilm can shelter organisms from disinfectant, while a small water volume can change quickly when several bathers enter.
The CDC hot tub control guidance identifies sediment and biofilm, temperature, water age, and disinfectant residual as key factors. None should be reviewed alone.
Use a water management program
The program should name the hot tub, responsible people, control locations, required limits, monitoring frequency, corrective actions, verification, records, and escalation path. Base it on the adopted code, operating permit, equipment manuals, and facility design.
Map the basin, piping, balance or surge tank, pumps, filter, heater, controller, chemical feeders, secondary treatment, jets, air system, makeup water, drain path, and any connected feature. Water hidden in piping or a tank remains part of the system during cleaning and remediation.
Assign backup coverage. A test schedule with no trained person on a weekend is not a control plan.
Maintain chemistry continuously
Use Testing and Recording Public Aquatic Water Quality. Test disinfectant and pH at the locally required frequency, increasing attention during heavy use and after correction. Compare the independent sample with the controller and feed system.
CDC's current control module lists 3 to 10 ppm free chlorine or 4 to 8 ppm bromine, with pH from 7.2 to 7.8, as recommendations for display hot tubs and draws them from public-aquatic guidance. Do not treat those numbers as universal law. The adopted limit and facility plan control, and stabilized chlorine or CYA should not be used in hot tubs unless expressly permitted because it slows disinfection.
Investigate a low residual immediately. Check bather demand, pH, test validity, controller sample flow, feeder supply, pump response, circulation, temperature, and organic load before adding product. Repeated dips are a system failure even if later readings recover.
Keep water moving
Maintain required recirculation and filtration continuously or on the exact approved schedule. Use Recirculation, Turnover, and Flow Verification to confirm actual flow rather than assuming pump operation proves turnover.
Inspect jets and the air system as part of the venue, but do not confuse feature flow with filtered treatment flow. Dead legs, isolated piping, failed check valves, clogged filters, and long shutdowns can create stagnant zones.
After an outage or extended closure, do not simply restart and open. Follow the facility restart and lapse-response plan.
Control water age and bather demand
Post and enforce the approved bather limit. Record actual use or the best permitted demand measure. A hot tub that sees ten bathers in one hour is not operating under the same load as an empty basin, even when the temperature and volume match.
Replace water on the facility's calculated or required schedule. Track actual drain and refill dates. Makeup water added for splash-out is not the same as a complete replacement when sediment and biofilm remain on surfaces.
Close the hot tub before demand overwhelms the verified treatment system. Do not wait for cloudy water or odor.
Drain, scrub, clean, and refill
Follow the approved frequency and exact equipment manuals. Include the basin, accessible piping, skimmers or gutters, weirs, surge components, jets, fittings, covers, and filter system.
Drain to the authorized destination. Physically scrub accessible surfaces to break up biofilm, clean and rinse them, and service or replace filter media as required. Refill from an approved source, restore treatment, and verify all reopening conditions before use.
Document what was reached and what was not. A basin wipe with old water left in the piping is not a full drain-clean-refill.
Respond to a control lapse
A missed test, empty feeder, prolonged low residual, failed circulation, overdue cleaning, or unexpected closure needs a defined response. Record the last verified safe condition and the uncertain period. Close when the adopted criteria require it.
The response may require elevated disinfection, drain-clean-refill, filter service, equipment repair, or additional verification. Select it from the water management program and current CDC guidance. Do not invent a high-chlorine treatment that the test method, surfaces, feeder, or operator cannot safely support.
Review the cause before reopening. “Chemical added” is not a root cause or a verification result.
When illness is suspected
Turn the hot tub off and prevent use. Contact the public-health authority and facility leadership immediately. CDC advises sampling in coordination with public health before remediation when illness may be linked, because disinfection can destroy the evidence needed for the investigation.
Do not collect environmental samples casually or send them to an unqualified lab. Public health should direct locations, methods, containers, transport, analysis, and chain of custody.
Preserve operating logs, bather-use information allowed by policy, water results, maintenance history, alarms, complaints, closures, chemical deliveries, and staff schedules. Do not alter or backfill records.
Remediation after suspected illness is a controlled public-health process. It can include sampling, draining, surface cleaning, filter replacement, repair, extended high-level disinfection through the entire system, flushing, refilling, verification, and coordinated return to service. Use the current CDC public hot tub operator guidance and the direction of the authority having jurisdiction.
Verify the program
Review trends, not just today's boxes. Look for recurring low residual at the same hour, shortened drain cycles, rising bather demand, filter delays, unexplained chemical use, controller disagreement, and complaints after jets start.
Update the program when equipment, use, temperature, staffing, or regulation changes. A plan written for a quiet hotel spa may fail at a heavily used therapy or fitness venue.
Major stop conditions
Stop the task, leave the system safe, and escalate when any of these conditions apply.
- Suspected Legionnaires' disease, Pontiac fever, illness cluster, or public-health inquiry may be linked to the hot tub.
- Disinfectant, pH, temperature, circulation, clarity, or another condition requires closure under the adopted rule.
- The system cannot be completely drained, cleaned, sampled, disinfected, or restored under an approved safe procedure.
