Cloudy Water
Treat cloudy water as a visibility hazard first, then sort debris, filtration, air, precipitation, product, and biological causes using observable evidence.
Diagnostic path
Classify the observed pattern, then use the detailed guide before changing the system.
Work through the path
- Floor, drains, steps, ledges, or a person below the surface are not clearly visible: no use; secure access and document the visibility target.
- Sanitizer/pH is unsafe, algae or contamination is present: use the specific sanitation/recovery path; clarity treatment alone is insufficient.
- Cloud appears only while the pump runs and clears quickly in a glass: suspect entrained air or return plume; inspect hydraulics before chemistry.
- White/milky cloud followed a pH, alkalinity, calcium, chlorine, salt, or fill-water event: assess precipitation and full balance before adding more product.
- Dirt or filter media returns from one fitting: stop the affected equipment as safely authorized and diagnose filter/valve bypass or damaged internals.
- Uniform haze persists with rising pressure: verify physical load and exact filter cleaning/backwash criteria; never open under pressure.
- Uniform haze persists with little pressure change: check low flow, bypass, missing/damaged media, channeling, valve position, run schedule, filter sizing.
- No cause is proven: do not stack clarifier, floc, algaecide, acid and shock; assign an evidence-building observation or qualified diagnosis.
Done when
- The visibility hazard is controlled, the haze is classified, and the primary cause is supported by water, equipment, treatment and timeline evidence.
- Physical cleaning, circulation/filtration, chemistry, product, contamination or equipment actions follow their exact approved procedures and are verified without hiding the as-found state.
Cloudy water is a visibility hazard and evidence that the system is not removing, dissolving, or controlling something. It is not a product recommendation.
Restrict use first. Preserve what the cloud looks like. Then decide whether the water contains physical debris, biological growth, precipitated mineral or metal, treatment product, filter media, or tiny air bubbles, and whether circulation and filtration can remove it.
Fast decision
- Floor, drains, steps, ledges, or a person below the surface are not clearly visible: no use; secure access and document the visibility target.
- Sanitizer/pH is unsafe, algae or contamination is present: use the specific sanitation/recovery path; clarity treatment alone is insufficient.

Step 1: control access and preserve evidence
CDC advises people not to enter cloudy recreational water. Cloudiness can hide a submerged person, a drain hazard, a step, or debris. Secure the pool or spa against use under the property plan.
Before brushing, vacuuming, changing valves or dosing:
- photograph from the same shallow and deep observation points;
- record whether the floor, drains, steps and fittings are visible;
- place or identify a clean white submerged target when safe and authorized;
- note lighting, sun angle, shade, wind and surface reflection;
- observe whether material is suspended, settled, floating or localized;
- record water color separately from clarity;
- note bubbles, surface film, odor, foam, residue and return plumes;
- capture when it began and what happened immediately before it.
Do not enter cloudy water to retrieve a sample or object. Sample from a safe deck position.
Step 2: describe the cloud before naming it
Use the closest observed pattern:
- gray/tan particulate: soil, ash, plaster dust, pollen, construction or fine debris;
- green haze with dull or slippery surfaces: possible algae;
- white/milky: calcium carbonate precipitation, air, filter media, product reaction or fine suspended solids;
- blue-green, tea, yellow, orange or brown but still transparent: possible dissolved/oxidized metal or organic color, not necessarily turbidity;
- local cloud at a return: air, recent chemical, DE/filter media, dirt bypass or feature discharge;
- cloud only after brushing: settled material temporarily suspended;
- oily film or refracted haze: sunscreen, body oils, product or surface contamination;
- foamy spa haze: high use/organics, product or water-age issue; use the spa-foam diagnostic.
A color is not a chemical identity. Do not treat iron, copper, algae, calcium or air based on color alone.
Step 3: validate sanitation and complete chemistry
Test and document:
- FC, TC and CC or the approved bromine method;
- pH;
- TA, CYA and CH;
- water temperature and salt when applicable;
- complete saturation balance;
- source water when clouding followed refill;
- a justified metal or specialty test when evidence supports it.
Follow Chlorine Reading Is Unexpectedly Low or High when the residual does not fit the history.
High or low pH, poor sanitizer control, excessive positive saturation balance, large chemical additions and source-water changes can all contribute. A chemistry value inside a generic band does not prove that filtration and sanitation are working.
Step 4: check for a biological cause
Look for:
- visible green, yellow, brown or black growth;
- slippery walls, steps, ladders, covers, cleaner parts or hidden features;
- dullness that returns after brushing;
- low FC for CYA, rising CC or unusual chlorine demand;
- warm water, heavy use, debris, fertilizer, rain or circulation failure;
- biofilm in spa lines, features, cover, filter or cleaner;
- contamination or illness report.
Clear water can contain pathogens, and cloudy water is not automatically algae. Use Visible Algae or Repeated Algae Growth when growth is confirmed. Use the specific contamination plan for feces, vomit, blood, sewage, dead animal or illness.
Do not add algaecide merely because the water is cloudy. Some products introduce metals, polymers or foam and do not replace sanitizer, brushing, filtration and removal.
Step 5: verify the circulation path
Use How Water Moves Through Pools and Spas and the exact installed manuals.
Observe without opening pressurized equipment:
- correct water level and unobstructed skimmers;
- clean, correctly reinstalled skimmer and pump baskets;
- pump prime and stable strainer-pot water;
- suction-side air and return bubbles;
- valve positions for pool, spa, cleaner, features and bypasses;
- return strength and distribution;
- pump schedule, speed and actual operating history;
- cleaner movement and whether it redistributes fine material;
- filter pressure against the documented clean baseline;
- pressure-gauge response when the pump stops;
- leaks, collapsed hose, blocked suction, closed valve or unexpected bypass.
“Pump is running” does not prove water is moving through the intended filter path. “High speed” does not prove better filtration and may exceed a filter's design conditions.
Step 6: read filter pressure as a clue
Pressure is meaningful only with pump speed, valve positions, water level and a verified clean baseline.
Pressure rises above baseline
Possible causes include:
- filter capturing heavy debris, algae, plaster dust or product;
- cartridge, DE grid or media loading;
- return-side restriction or closed valve;
- excessive flow for the filter;
- incorrect media quantity or condition.
Use the exact cleaning/backwash threshold and procedure. A newly cleaned filter that loads quickly is evidence of a high contaminant load or filter problem, not permission to ignore repeated short cycles.
Pressure stays unexpectedly low
Possible causes include:
- low water level or suction restriction;
- pump not fully primed or suction-side air;
- clogged baskets or impeller;
- low speed, short runtime or wrong schedule;
- open bypass or valve misposition;
- damaged, missing, channeled or incorrectly installed media/internals;
- failed gauge.
Low pressure with cloudy water can mean the filter is not receiving or retaining the material.
Pressure is normal but clarity does not improve
Consider:
- fine particles below the filter's practical capture under current conditions;
- insufficient total filtered volume or poor distribution;
- ongoing source faster than removal;
- biological growth or precipitate continuing to form;
- filter bypass or a baseline that was never valid;
- recent treatment that needs a defined removal/mixing interval.
Never loosen a clamp, lid, gauge, air relief or union while the filter can contain pressure. Air in a filter can make separation violent. Follow the model-specific shutdown, lockout and pressure-relief instructions.
Step 7: identify filter bypass or media return
Evidence includes:
- a distinct cloud from one or more returns at startup or continuously;
- DE-like powder, sand, fibers or dirt collecting below returns;
- clarity that worsens when filtration starts;
- water bypassing after a multiport change;
- damaged cartridge, grid, manifold, standpipe, lateral, seal or valve;
- incorrect or missing filter media;
- cleaning/reassembly immediately before the problem.
Capture a safe sample of returned material when useful. Do not identify media from appearance alone.
Stop the affected equipment only through authorized controls if continuing operation is returning contaminants or damaging the system. Internal inspection and repair require the filter's exact depressurization and service procedure.
Step 8: separate air from solids
Collect a clear sample safely near the affected return and observe:
- tiny bubbles rise and the sample clears quickly: likely entrained gas/air;
- material settles: suspended solid or precipitate;
- haze remains uniformly suspended: very fine particles, biological material or stable product;
- color remains but sample is transparent: dissolved/colloidal color may be present.
For air, check water level, skimmer vortex, pump-lid seal, suction cleaner hose, valves, suction leaks, salt-cell gas, spa jets and feature operation. Do not tighten or open energized/pressurized equipment outside scope.
Step 9: investigate precipitation
White or gray clouding after chemistry can be calcium carbonate or another precipitate. Review:
- as-found and post-dose pH, TA, CH, temperature and balance;
- exact calcium, bicarbonate, soda ash, hypochlorite, acid, salt and specialty products;
- order, location, amount, dilution, circulation and time between products;
- recent heater operation, new plaster or grout;
- high-CH or metal-bearing fill water;
- local plume versus conditions throughout the pool or spa.
Do not add more acid merely because the water is white. Confirm the balance and material first; low pH can damage surfaces and equipment even when water remains cloudy.
Colored clouding after chlorine or pH change may involve metals. Use the scale/stain/colored-water diagnostic and avoid indiscriminate oxidation, which can worsen precipitation and surface staining.
Step 10: audit recent products and events
Reconcile the exact labels, strengths, amounts and times for:
- chlorine, acid, base, alkalinity or calcium products;
- salt and CYA;
- clarifier, flocculant or coagulant;
- phosphate remover;
- algaecide, sequestrant, enzyme or borate;
- stain/startup treatment;
- homeowner/vendor products;
- rain, wildfire ash, landscaping, fertilizer, construction, plaster or tile work;
- heavy use, sunscreen, pets and organic debris.
Overdosed or incompatible polymer products can create haze or load a filter. A phosphate remover intentionally forms particles that must be captured and may raise pressure. Every product must have a planned physical removal path.
Step 11: choose one root-cause correction
Physical debris load
Skim, leaf-rake, brush and vacuum through the approved method; clean baskets; run the correct filter program; inspect and service the filter at its documented threshold.
Biological growth or abnormal demand
Use the specific algae/contamination plan with verified CYA-aware sanitizer, pH, brushing, circulation, filtration, cleaning and retesting. Routine clarifier is not the primary treatment.
Circulation or filtration failure
Correct one known valve, schedule, water-level, air, flow, media or equipment cause under the exact manual. Verify that returned water is no longer adding material and that clarity improves.
Precipitation or water balance
Stop the causative input, calculate the complete balance, apply an approved correction, circulate/filter as required and monitor surfaces. Assign specialist metal or startup treatment where applicable.
Fine suspended particles
First prove adequate sanitation, balance and filtration. A compatible label-directed clarifier/coagulant may be considered only when the filter type, dose, water chemistry and removal path are known.
Flocculation/vacuum-to-waste
This is a separate controlled treatment. It requires compatible product, exact dose, circulation shutdown/settling plan, safe access restriction, vacuum-to-waste capability, discharge approval, water replacement, equipment controls and post-treatment balance. Do not improvise it from this diagnostic.
Step 12: verify recovery
At defined intervals, record:
- the same observation point, lighting context and submerged target;
- floor, drain, step, ledge and fitting visibility;
- FC/TC/CC, pH and other moving chemistry;
- filter pressure, pump speed, valve state and runtime;
- amount of debris/media removed;
- whether haze is improving, unchanged, migrating, settling or returning;
- equipment and return condition.
Do not reopen based on “much better.” Reopen only when visibility and the complete approved chemistry/equipment/use criteria are met.
Common diagnostic mistakes
- Treating cloudiness as cosmetic: it can conceal a person or suction hazard.
- Shocking every cloudy pool: low FC is one cause; precipitation, air and filter failure require different actions.
- Adding clarifier before proving filtration: a failed or bypassed filter cannot capture the treated load.
- Stacking products: polymers, metals, oxidizers, sequestrants and phosphate removers can react or overload the filter.
- Judging color as identity: green can be algae or metal; white can be air, calcium, media or product.
- Using pressure without a clean baseline: the number lacks meaning without speed and valve state.
- Opening the filter to “take a look”: trapped pressure and air can cause catastrophic separation.
- Ignoring source water/new plaster: the cloud may keep forming while routine treatment continues.
- Reopening when the deep end is still obscured: improved is not complete.
Completion standard
This diagnostic is complete when:
- access was restricted for the entire visibility hazard;
- as-found cloud/color/target evidence and chemistry were preserved;
- the cause is classified as physical, biological, circulation/filter, air, precipitate, product or unresolved;
- the correction follows an approved procedure and its effect is measured;
- floor, drains, steps, ledges, fittings and the submerged-person zone are clearly visible;
- sanitizer, pH, balance, circulation, filtration and equipment meet the complete approved use criteria;
- any unresolved equipment, contamination, chemistry or specialist action has an owner and retest time.
Major stop conditions
Stop the task, leave the system safe, and escalate when any of these conditions apply.
- FC/bromine is below the applicable target, pH is outside 7.0–7.8, a result cannot be verified, or algae, slime, fecal material, vomit, blood, dead animal, sewage, illness, or unknown contamination is present.
- Strong fumes, chemical cloud, spill, heat, gas release, incompatible products, unknown recent treatment, or an unsafe chemical container/feed system is present.
- The filter, pump, heater, chlorinator, valve, tank, clamp, gauge, air-relief assembly, electrical component, or plumbing leaks, is damaged, contains trapped air, or behaves outside its manual.
- Diagnosis would require opening a pressurized filter, loosening a clamp, bypassing an interlock, handling unknown media, electrical work, or operation beyond technician scope.
